Eligibility Criteria :
As per the Department of Posts Recruitment Rules 2022 (GSR 459(E) dated 17.06.2022, as amended), eligible officials from the West Bengal Circle (excluding Postal Accounts Office/Wing) can apply. Eligibility will be assessed based on the substantive post held and corresponding Pay Level as on 01.01.2026, and not on pay fixed through financial upgradation schemes such as TBOP, BCR, or MACP.
Category (A) ;
Category A (i) ; Officials in Level 3 with at least 3 years of regular service in that level OR 5 years combined service in Level 1, 2, and 3.
Category A (ii) ; Officials in Level 2 with a minimum of 5 years of regular service including Level 1 service.
Category A (iii) ; Officials in Level 1 with at least 5 years of regular service.
Category (B) ;
Category Eligibility Conditions.
Category B (i) ; Officials in Level 1, 2, or 3 with 8 years of total regular service including GDS service (or 5 years if GDS service was rendered on or before 17.06.2022).
Category (B) candidates will be considered only when sufficient eligible Category (A) candidates are not available.
Application Process :
Applications must be submitted strictly in the prescribed format (Annexure-I) through the respective Divisional Office or Controlling Unit. Direct or online submissions will not be accepted. APS candidates are required to route their applications through their respective divisions or units only.
Candidates must ensure they meet all eligibility requirements before applying. They must also indicate their preferred cadre and division/unit as per Annexure-III. Final allocation will be done on a merit-cum-preference basis, subject to vacancy availability, and only within the West Bengal Circle.

Selection Process :
The selection will be conducted through a written examination followed by a qualifying skill test as per the revised guidelines issued by the Directorate.
Paper-I will be conducted as a written objective test.
Data Entry Skill Test (DEST) will be held as a qualifying stage after the written exam.
The earlier Paper-II (local language test) has been discontinued.
Exam Pattern :
Paper-I : Objective (MCQ) ; 100 Marks 120 Minutes ; Bilingual (Hindi & English).
Paper-III (DEST) : Skill Test (Qualifying) ; 25 Marks ; 15 Minutes ; Computer-Based.
Selection Criteria :
Final merit will be prepared based on marks obtained in Paper-I only.
DEST is qualifying in nature and its marks will not be considered for merit ranking.
Candidates equal to three times the number of vacancies will be shortlisted for DEST.
Visually Handicapped candidates are exempted from DEST as per applicable rules.
Important Instructions :
Only eligible officials of West Bengal Circle (excluding Postal Accounts Wing) are permitted to apply.
Eligibility will be determined as on 01.01.2026.
Applications must be routed through proper administrative channels; direct submission is not allowed.
Category (B) candidates will be considered only if Category (A) candidates are insufficient.
Preference of cadre and division/unit is mandatory and binding for final allocation.
The local language test has been removed from the examination structure.
VH candidates are exempted from DEST.
Examination will begin at 10:00 AM at designated centres of the respective region.
All candidates must strictly follow Directorate instructions regarding exam conduct, scribe facility, and compensatory time.
