Educational Qualification :
Eligibility is determined based on possession of the prescribed technical or academic qualification from recognized institutions under NCVT, AICTE, Odisha technical education bodies, or equivalent statutory authorities.
Qualifications differ across posts and include diplomas, higher secondary education with technical certification, engineering credentials, and specialized media or design qualifications. All qualifications must be completed within the stipulated deadline of application submission.

Junior Engineer (Civil) – Water Resources / Panchayati Raj / Drinking Water Department :
Candidates must hold a Diploma in Civil Engineering or an equivalent qualification from an approved technical institution.

Junior Engineer (Civil) – Municipal Administration :
Applicants must possess a Diploma in Civil Engineering from a recognized Odisha technical institution and should have basic computer proficiency.

Architectural Assistant :
A Diploma in Architectural Assistantship from a recognized technical education council is required.

Cameraman :
Candidates must have passed +2 examination and hold a Diploma or Degree in Cinematography with hands-on experience in multi-camera production systems and audiovisual workflows.

Photographer :
Eligibility includes +2 qualification along with a Diploma in Photography or Cinematography, with practical skills in digital imaging, photo editing, and related software tools.

Sound Recordist :
Applicants must have +2 qualification with Diploma or Degree in Sound Recording, Audio Engineering, or related disciplines, along with operational knowledge of studio and field recording equipment.

Mechanic :
Candidates must have passed +2 with Diploma in Electronics and must possess practical knowledge of repairing and maintaining audio-visual systems.

Video Film Editor :
Eligibility requires +2 qualification with Diploma or Degree in Video Editing, Film Production, or Multimedia, along with proficiency in editing and post-production tools.

Junior Draughtsman (Civil) :
Applicants must have HSC qualification along with NTC in Draughtsman Civil from NCVT-affiliated institutions and basic knowledge of AutoCAD and computer applications.

Tracer (State Cadre Field) :
Candidates must possess HSC or equivalent qualification, Draughtsman Civil certification, basic computer literacy, and AutoCAD certification from a recognized institution.

Age Eligibility Norms :
Age eligibility is assessed as on 01.01.2025. Candidates must fall within the prescribed age limits unless eligible for relaxation under applicable government rules.
The standard age range is 21 to 42 years.
General (UR) : 21–42 years.
SEBC / SC / ST / Women : 5 years relaxation.
PwD Candidates : 10 years relaxation.
PwD (SC/ST) : Cumulative relaxation up to 10 years.
Ex-Servicemen : Relaxation equal to service duration.

Examination Fee Policy :
The examination fee is to be paid online through the Odisha Treasury payment system linked with the OSSC application portal. Refund is applicable only to candidates who appear in the Preliminary Examination.
Applications without successful fee payment (except exempt categories) will be treated as incomplete and rejected.
General / SEBC / Others : Rs. 500/-.
SC / ST / PwD : Exempted.
Applicants must ensure accurate bank details are provided for refund processing.

Selection Methodology :
The recruitment process is structured into three sequential stages designed to evaluate general aptitude, technical expertise, and eligibility compliance. Examinations may be conducted in OMR or Computer-Based mode, with normalization applied where necessary.
Stage I : Preliminary Examination ;
This stage functions as a screening test to assess general aptitude, reasoning ability, and basic awareness.
150 multiple-choice questions.
150 marks.
Duration: 150 minutes.
Negative marking: 0.25 per incorrect answer.
Shortlisting is done up to five times the number of vacancies.
Stage II : Main Written Examination ;
This stage evaluates technical competence relevant to the applied post through a subject-specific paper.
200 marks.
100 MCQs.
Duration: 120–150 minutes.
Negative marking applies as per question type.
Candidates are shortlisted for verification based on merit.
Stage III – Certificate Verification ;
This final stage verifies eligibility through original documents. Attendance is mandatory, and failure to appear results in disqualification.

Competitive Landscape :
The CTSRE 2025 examination is expected to attract a large number of candidates due to extensive vacancies, particularly in Junior Engineer (Civil) posts across multiple departments.
While the Preliminary Examination filters candidates based on general aptitude, the Technical Paper plays a decisive role in final selection, requiring strong subject knowledge and practical technical understanding.
Candidates with proficiency in AutoCAD, civil engineering concepts, or audiovisual production skills are expected to have a competitive advantage.

Ineligibility Conditions :
Candidates should not apply if they fall under any of the following categories ;
Lack of required educational qualification for the post.
Non-Indian citizenship status.
Absence of valid Odia language proficiency proof.
Age outside prescribed limits without relaxation eligibility.
Submission of multiple applications.
Possession of invalid or temporary disability certificates for PwD category.
Para-military personnel not qualifying as Ex-Servicemen.
Defence personnel without valid discharge/NOC.
Government/PSU employees without valid NOC.

Common Application Errors :
Applicants must avoid errors that may lead to rejection, such as ;
Applying for posts without matching qualifications.
Incorrect category declaration.
Invalid Odia language documentation.
Incorrect or inactive bank account details.
Wrong selection of examination language medium.
Improper post preference selection.
Blurred or unclear photograph/signature uploads.
Use of inactive contact details.
Neglecting negative marking strategy.
Failure to upload mandatory NOC for government employees.

Application Guidelines :
Applications must be submitted exclusively through the OSSC online portal. Offline submissions are not permitted.
Candidates must complete registration, fill in accurate details, upload required documents, and submit the application with applicable fee payment.
Only one application per candidate is permitted; multiple submissions will result in cancellation.
No changes are allowed after final submission.

Candidates must produce original documents and self-attested copies, including ;
Admit card issued by OSSC.
Educational certificates and mark sheets.
Category certificates (SC/ST/SEBC).
PwD certificate / UDID card.
Ex-servicemen discharge certificate.
Sports quota documents (if applicable).
Valid government-issued ID proof.
NOC (for employed candidates).
Technical qualification certificates.
